If you try to ride the bike or rev the engine up while it's cold, this is normal. Most engines will do this because the mixture is lean for a cold engine. When you start the engine, allow the engine to warm until it goes into the slower idle speed.
Remove speed sensor in G/Box (behind starter motor) clean the end of sensor as it will have metal filling on it which can stop the sensor from working.If no luck the sensor it self would have failed which is very common
Try inside the tach on the connector. But also remove your speed sensor on the transmission and clean it. They pick up metal chips from the trans and short out. Also, HD had a bunch of bad speedos around your year. They replaced them for free. Doubtful they will replace yours at this late date. You might end up buying a new speedo.
you have got a loose battery terminal by the sounds of it (very common) ,remove the riders seat and use a spanner to tighten up the battery bolts , this should cure your problem .
