Motorcycle exhaust volume is regulated at the federal level, and may also be regulated by individual states. Open pipes (also known as loud pipes) are in fact illegal to use on public roads as regulations at both the federal and state level restrict maximum decibel level for on-highway use. Federal law sets volume restrictions based upon a motorcycle's year of manufacture. Several states also provide for restrictions on a motorcycle's exhaust levels. For example, the Illinois Section 902-101 requires a muffler to remain on a motorcycle, and any muffler on the bike may not emit noise levels greater than the factory muffler.

That's why sensible people put exhaust pipe shields over their pipes. Buy some soon or burn yourself!

The power band on a 2002 Ninja 250 does not kick in till you hit about 5000 RPM. The newer 2008 and up 250's kick in about 3000 RPM. There is a website devoted to the Ninja 250 that might give your more background into the motorcycle: ninjette.org You may want to replace your spark plug caps they may be robbing of the spark you need at take off. They simply unscrew off of the end of the wires. They should read 5000 OHM's no higher , no lower. If you purchase new NGK brand plug caps they will only cost about $5 each.

When i try to start my 03-250 ninja gas pours out of the exhaust

you need a carb clean. your float needle valve assambly is not functioning properly. could be something preventing the float needle from closing all the way.

I have a 2010 Kawasaki Ninja 250 and looking at how I can get more power out of it. ( timing - chip - exhaust )

The exhaust is about all you can do and a K&N air filter. Those 250's are tweek pretty much to the limit from the factory.

The inlet cam is on the Inlet side whereas the exhaust cam is closest to the exhaust manifold.

Kawasaki engineers spend years fine-tuning exhaust systems for best performance, while staying legal. If you did what you propose, not only will you lose power, but you will also eventually burn out your exhaust valves from over-heating due to improper air backflow. Sure it might sound cool. But, is it worth it? You're much better off buying an aftermarket pipe. Either way, you MUST have your bike professionally re-tuned for best performance and reliability. Otherwise, you're just trashing your bike.
