SOURCE: high beam blows fuse

If I recall, they have a problem with wires chaffing under the fairing. Good luck the fairing has to come off.

SOURCE: Headlights don't work on start up

Energy must pass through your switch (hi/low or momentary), then to your headlight, and finally to ground. An interruption anywhere will cause the light to go out. Since both your hi and low beams are not working, I suspect a bad ground connection somewhere. Probably in your switch, but if it is easier to check the headlight socket I would check that too. Use a multi-meter, see if you have power to the switch. If you do, ground the negative lead coming to the switch and see if your headlight comes on. If it does, you know you have a bad ground.

SOURCE: Only high beams will work-

Either the low beam filament in the bulb itself is blown or the headlight relay is faulty. To check bulb remove it and run a jumper wire to the ground and then touch a hot wire to the terminals one at a time to verify each filament is in tact. If the bulb is ok locate the headlight relay check the connections and replace relay if this doesnot rectify the problem the headlight switch itself is faulty.

1993 HONDA CBR 900RR US IMPORT.

Question edited for clarity.
Question moved from Misc to Model category.

(W)ater (D)isplacement formula (40) is great for water intrusion, but possibly too late. Relays have 4 contacts if it is a relay and can be tested. It may be an electronic module though. like the ECM or a BCM if it has one.

https://www.google.com/search?q=relay+testing+procedure

The appears to be two relays, one for high beam and one for low.

I have a 1990 honda vtr 250 and the headlight wont work i pulled it off and looked at it and there are three wires one goes to the neg side of bat and another to the pos where does the third go?

Motorcycle headlights usually have high and low beam and I would certainly expect a vtr 250 to have that. One wire goes to earth and through earth back to the battery negative. The other two usually connect back through to the dip swith on the handle bars where you switch it from high and low beam and from there back through the wiring loom including the lights on/off switch to the positive side of the battery.

My cbr 954 rr headlight both high beam and low beam & high beam blue indicator light does not work ! no headlight at all ! taillights blinkers and gauge lights are good! is this just the fuse?

Yes - and there is a fuse for just those items. The other possible cause is a bad starter button. When you push the start button, it does two things: activates the electric starter - and cuts power to the headlight until the button is released. So, if it isn't the fuse, it's probably the start button.

High beams do not work cbr 954rr

For most lights the high beam and the low beam are within the same bulb. You may just need to replace the bulb! Typically you don't have to take off the case to replace the bulb. There's a 3 prong plug behind the case pull that out and pull off rubber water seal. There is a metal clip that holds the bulb in. Unclip and remove bulb. This can all be done by hand within a few minutes. Then just replace the new bulb, clip it in place, put rubber seal back in place and plug in the 3 prong plug! Then your done!!!
Good Luck!
