Probably neither. The brake light switch could knock out the cruise. You might check the computer for trouble codes, but you'll probably need a shop manual to get the test procedures for the cruise control.
The best suggestion would be that the cruise control needs replaced. The problem could be in your column but this is rare. Cruise controls can only take so much abuse and many people are unaware of the abuse they give. Constant on and off or accelerating manually while cruise control is on can burn up your cruise control.
If you have a transmission or emission trouble code stored on some models it will disable cruise.Also I have seen the cable that goes from cruise box to throttle become detached.Good luck.
There is another recall for the cruise control. Once Ford added the inline fuse, electrical problems with transmissions, brake lights, and dash indicators started.
The dealer can run your Vin# and the recall is free.
