I have looked at the shocks and can not find any way for air. I have an noticed on some models there are air inlets on the top or side of the shocks but can not find them on mine. They look to be spring only but I can not locate anyway to adjust them.

As far as i recall the rear shocks are air assisted, have a look under the seat and see if there are any nozzles. If so it will be low pressure and will have to be inflated with a foot pump, not a high pressure line.

Dear susan shock adjustment for the rear shock are done with c wrench. you will notice at the top of the shocks there is a ring with 3 adjustment cams. the wrench is placed in the two holes you see on the shock opposite each other this is where the wrench fits you simply turn either direction for softer or harder ride. this adjustment puts more or less tension on the spring. i own a 96 vulcan as well hope this will help you jim

On the bottom chrome band there are like four holes. in your tool kit there is a "thing-a-ma-gidgette" (i call it this because it looks like one, it is actually a "spoke wrench"). the tail of the spoke wrench will fit in the 4 holes Righty tighty so it feels weird: one side you are turning towards the front one side towards the back.

Vulcan 800A (not Classic) Can you adjust the rear shock?

There is a shock company that makes progressive shocks for your bike. That is also the name of the shock, and a lot of them are adjustable eye to eye length. But they are not cheap.
