Turn your fuel tank petcock to 'reserve'. the fuel is fed thru a vacuum valve (opens to allow fuel to pass when running or turning over). fuel is delivered via gravity otherwise (tank is higher than the carbs).

Is this a carbed engine, that usually means mechanical fuel pump? Take fuel line loose from carb, aim into container, crank engine, does gas flow? If so, have to check float bowl in carb to see if any gas, if no gas, need a carb kit in my opinion.
I don't know liter size of engine? If fuel injected, let us know.
This vehicle is fuel injected and will have no carburator. You may have a fuel pump problem. Allowing a fuel injected vehicle with an electric fuel pump to run out of fuel is not a good idea. The fuel pump relies on fuel for cooling and it could be damaged. you can try banging on the bottom of the fuel tank while someone tries to start the vehicle. If the vehicle starts or tries to start, suspect a fuel pump problem and replacement will be required
carbs clean and checked the fuel pump diaphrams not gone hard etc ?? tank and fuel clean and fuel getting to carbs ?? pulse pipes on intake manifold to pump clear and if you crank engine you feel a pulse of air ? plugs sparking ? i would fit a fuel primer bulb inline of feed to carbs and prime fuel and see if helps and as engine running see if priming keeps it running then i would check pump !!
Are you pulling the plug to check for wetness after cranking it a few times, WITHOUT using the starting fluid? Also, I would recommend using carb cleaner in place of the starting fluid. Starting fluid runs the engine VERY hot for a brief time and can possibly damage rings, valves, and aluminum parts.
Common issue with is car is malfunctioning of the "anti-theft/security system". If your security system is ok>>>>> Check fuel pressure, if poor....check power to fuel pump, fuel pump relay, fuel pressure regulator, if ok...Check MAP/MAF sensor.
when carb is wide open ????? No carb ,fuel injection ???? Are the injectors being controlled by the PCM / ECM ???
Have replaced fuel pump, fuel filter and fuel pump relay.???? Did you test first ?
basics: spark, fuel, air, compression make an engine run.does it have spark? take a plug out put the wire back on it, ground the body of the plug to metal on engine. have someone crank it over, spark?y-n?yes ok move on to fuel. no, check for spark at the distributor cap.eliminate possible problems one by one.check for fuel flow. take air cleaner off the carb.if carbureated. pump throttle while looking down carb. throat.fuel should squirt into carb below choke plate.{hold it open while looking}fuel? y-n? no: check for fuel flow fron gas line into carb. remove fuel line andcatch fuel from the line in a container while helper cranks engine.no fuel, probably bad fuel pump.etc. good luck
replace the oil pressure switch 1st at rear of intake manifold, the fuel pump circuit runs through this switch, it ia common failure. here is part number and picture.

Sam so right now you have crank no start,or no crank , no start. Not clear.
If its no crank no start.Your looking at battery, cables, ignition switch , starter relay.
If its crank no start, you know that B+ is making it to starter. Ok now listen for fuel pump to buzz or hum when you put key in ignition and turn to on position. No buzzing or humming fuel pump or relay.
make a set of jumper cables run them from battery to fuel pump, Does the pump run? If yes. The pump is good relay is not. If pump doesn't run then its the pump. Remember when you do this test you don't need the key in ignition Battery doesn't have to be connected, because your bypassing the control circuit.
