Is the fuel running into the engine with it not running? If it is then you will have to remove the carb and clean out the float bowl. Check your float height and clean out the body. If the engine is running fine, you won't have to adjust any screws. If you want to decrease the amount of fuel running through the body then you would have to lower the main jet needle. Thats the one in the slide. Moving the C clip up will decrease the fuel and moving it down will increase the fuel. The large screw on the outside of the carb only moves the slide up and down for idle setting. The small screw at the back is for air movement through the carb for the high idle. The only other adjustments that can be made is changing out the jets for larger or smaller ones. Hope this helps.
