I found an article and a video for your source on how to replace motorcycle baffles. By following the instructions in the article I am sure that you can now replace the baffles on your motorcycle.

I'm looking at buying a 2001 Yamaha v star1100 with 24000 miles on it for $2300. he said the previous owner took the baffles out and now it has a tinking sound and said its probaly the lifter is it...

Your engine does not have hydraulic lifters. It is a dual OHC ( Over Head Cam ) setup and has an adjustable valve lash. It is not to costly to have a shop reset the valve lash. I strongly suggest you have a dealer's service department inspect the bike before you buy it. The factory pipes do not have removable baffles. Know one thing; most dealers will not work on a bike over 10 years old. Yours is almost 10. Parts availability is the problem. $450 is the approximate parts cost to replace both pipes. Please rate my answer. Thanks.
