sounds like a bad charging stator circuit. May be a bad rectifier or voltage regulator. You need a multimeter to check each component. It also simply could be a bad battery.

if teh lights get brighter and the signals blink faster as you rev up the engine. then I would say you need to replace the battery

bad news. a goodly amount of 2004's came out of the factory with faulty clutches.. there's been several efforts by rebel owners to get a recall on them, but no luck so far. hope that's not what it is, but bear it in mind if you find your top speed dropping.
