There is a bendix gear in the starter which is pushed out to the flywheel when the starter button is pushed. If you hear the starter spinning but the starter is not turning the engine over, the bendix gear is stuck. Rebuild the starter. If you do not hear the starter spinning, you have a wiring problem.

1995 Harley Davidson FLHR Road King. Makes a clunky noise when I put into to 1st and 2nd gear. Also feels if bike wants to not go?

Question edited for clarity and full year make and model.
Question moved to correct category from 'Road Motorcycles'.

Clunk noises when shifting are caused by badly adjusted clutches and slack primary chains and final drive belts.

'not wanting to go', could be a few things, but starts with checking the spark plugs, following by cleaning the carburetor.

Assy of starter clutch on 2003 Harley Davidson

The starter on a late model Harley is a typical Nippondenso gear reduction type starter. They are all basically the same except for size.
To replace the starter clutch inside the starter assembly requires disassembly of the starter assembly.

I you will contact me directly, I will scan the procedure and drawings out of a service manual for you.
