Front signal light blinks fast when daytime lights are on; not so much when daytime lights are off.
Check your rear tail light. The front signal will blink faster if the rear one is out.
Which side? check all your marker lights ....there's one out somewhere!

it is the hazard switch module. my 2000 intrigue had the same problem. 2001 grand am did the same thing. replaced the module and no further problems.

If new bulbs don't work, it is probably the harness that holds the bulb. I had to replace both on my car after fighting with the problem for over a year and not knowing.

Replace the bulb that stays on and doesn't blink, if that doesn't solve the problem, let me know.
