Seems like bike is running rich

Added a power commander because at 30 miles a hour bike surges and when bike is warmed up sometimes when you disengage clutch and roll to a stop light bike will die but starts right back up does this occasionally what would be some options?

The idle problem sounds like an idle adjustment. The surge may be the throttle cable, try spraying a lubricant from the top of the cable and work it back and forth to loosen and release any debris.

Idle low stalls stopped

This is usually a fuel problem. The bike is running either too lean or too rich. Check your spark plugs -- if there's black carbon on the tips, the fuel/air mixture is too rich and needs to be leaned out. If they're white, it's running too lean. If they're tan, there's some other issue. Clean or replace the air filters and check your inline fuel filter (if you have one) to make sure there are not clogs or obstructions.

02 roadking surges and stalls

You do not say when it surges or stalls. You should first see how the power commander is progarmmed as it may have a problem for the mapping of a certain rpm range etc.

My bike seems to be using way to much petrol and i dont no y i have put about 30 pound into it and only done about 60-70 miles on it any ideas what could be my problem and solution ?

sounds like the bike is either running to rich or the neddle in the carb has got stuck and letting to much petrol through
remove the spark plug and if its black and oily then its running to rich and the carb needs stripping down and cleaning

hope this helps

As soon as i start my harley the spark plugs get sooted

This is typical. Whether you use the "enricher circuit" on a carburetor or the electronic injection system senses your engine is cold, your engine is being started with an extremely over rich mixture. Once the engine warms up and you either disengage the enricher or the engine temperature sensor senses the engine is warm, the mixture leans out. Still the idle mixture is overly rich but when running down the road, it should lean out to about a 13.5:1 mixture.

Try this, install a new set of plugs in your engine. Start the engine and ride a normal pace of about 50-60 mph for about ten miles. Then, pull in the clutch and hit the "Run/Stop" switch killing the engine instantly. Do not let it idle. Carefully pull off the road downshifting the transmission as you slow down. Do not downshift the transmission too quickly, Wait until the bike slows down to the proper speed before you shift. Once you've got the bike stopped, pull the plugs out of the engine and look at them. They should be a brown color indicating the proper mixture.

Good Luck

My bike was running badly so i had a plug change

If there is a problem with the bike missing, a power commander wont solve any problem. I would suggest find the problem and fix it before fitting the commander.
A miss may be in the ignition such as a coil lead, plug cap resister, plug cap.etc
If it always happens after it warms up, it could be jetting too rich.
A full service is a broad term and may not include tests of all items.
If they merely checked the air element and it looked clean, without replacing it, this may cause rich running.
Did they adjust valve clearances?
Does it have the standard exhaust?

2001 nomad, has power commander, vance and hinse exhaust and hyper charger. Bike starts but miss fires. Bike seems to run better uphill then down hill. It started on day on a ride when the bike just died...

DRAIN CARBS FROM PETCOCK AT BOTTOM OF EACH CARB MAKE SURE FUEL DRAINS COMPLETELY THEN TURN FUEL BACK ON, IF THIS IS AN INJECTED MODEL DRAIN TANK AND FLUSH THEN RUN IT HARD FOR 20 MILES OR SO, MAKE SURE YOUR OIL LEVEL IS OK

Have changed the exhust to a short pipe and i know that the bike will hacve to be retuned witha after market air filter , but have been told that the KAWA'S NEED A POWER COMANDER to remap the fuel...

If you want the bike to run at top condition YES it is the only way with out putting on even more expensive fuel injectors. Power commanders are made for all bikes, anyone that ever changes there pipes from stock to any aftermarket pipe should buy a power commander and retune bike, plusyou will get all the advertised horsepower from the pipes and increase fuel performance from it. Power commanders are fairly cheap compared toooo you burning out fuel system because it runs to rich or clog it by runig to lean....go with power commander and in about 4 hours it will run great ( thats install and retune time)

I installed a powercommander 5 on my 09 fat bob-it ran good for a week and now the bike is hesitating and seems to be misfiring at low r.p.m-plugs appear more black than what seems normal for a bike w/300...

Unplug the power commander first. It could be bad. They occasionally are defective. If it cures up the problem, then contact who you pruchased it from. if it doesn't make sure the mapping is actually for you application. it could be running on the rich side and it's taking a little while to finally load up.
