SOURCE: Oil change directions, 2003 Road King

The drain plug is on the left side of the oil reservoir pointing towards the front of the bike. The motor should be warm when you dump the oil and the o-ring should be replaced as an extra precaution (don't want to waste that new oil if you have a drip). When replacing the oil filter use a piece of tin foil to divert the oil to your waste pan.

SOURCE: What are the torque specifications for fork caps

Not sure which "fork caps" you're talking about. In mechanics, so many people call different things by different names it's sometimes difficult to figure out what they are talking about.

Anyway, if you're talking about the large fork caps that at the upper triple tree, there is not specific torque, just snug. I wouldn't overtighten them due to there very thin profile and rounded corners on some.

If you're talking about the cap that screws directly into the upper fork tube, there again, no specific torque, just snug. If you tighten either of these caps too tightly, you could encounter problems with removal in the future.

If you are talking about the fork cap at the axle, the nuts torque to 12-15 foot pounds.

SOURCE: I have a 05 road king custom, Im doing my forst

The filters should be the same.
Make sure you have a new o-ring for the oil plug.
Make sure you properly ID the oil plug, there are two under there, one is oil, other is trans.
Don't overfill oil.
Don't over-tighten oil plug on re-installation, the aluminum threads are notorious for pulling out. Oil ring does the seal, snugly tight, don't put all you have into it.

SOURCE: oil change procedure 2000 road king

the oil tank is on the bottom of the transmission in your RK. There are two drain plugs. The plug towards the front left of the pan is the oil drain plug. The other one is for the transmission.

Drain the oil, replace the filter, refill with three quarts of oil and you're ready to go. The dipstick has two marks on it. The upper mark is "FULL HOT", and the lower mark is "FULL COLD". Do not overfill.

Don't forget to service the transmission and the primary at their recommended intervals.

Good Luck

1995 Harley Davidson FLHR Road King. Makes a clunky noise when I put into to 1st and 2nd gear. Also feels if bike wants to not go?

Question edited for clarity and full year make and model.
Question moved to correct category from 'Road Motorcycles'.

Clunk noises when shifting are caused by badly adjusted clutches and slack primary chains and final drive belts.

Clutch

Primary Chain

'not wanting to go', could be a few things, but starts with checking the spark plugs, following by cleaning the carburetor.

How much pis in front forks hd flhr road king

15 psi is the Factory recommended pressure.
Try it. If it feels too spongy pump it up to 18-20. If you need more give it a bit more but never go over 25 psi!
If it feels to harsh drop the pressure to about 10 psi.

Worth checking your fork oil too. You really need clean new oil every 10,000 kilometres (6,000 miles).
