Remove the red lense and the bulb should be exposed. push in gently and rotated the buld counterclockwise and the bulb should just pull out after it is rotated. For a replacement bulb simply take the bulb to the dealership or to an autoparts store (should be cheaper). To install just reverse the operation.

Should be under the seat behind a battery cover. You'll need basic tools.

remove right side foot board it is on the frame under neath.

Try to repost and phrase your question better. Are you and your avatar one and the same "I" that is losiing water. What is not running? Is it not able to run over 45, or do you just not want to run over 45? How do you know you are "losing water"? And, or you sure it's not coolant you are asking about...or are you getting personally dehydrated? Get my drift? Take your time and make yourself understood. Then maybe someone can help. (If any question is not worth its asker's care, then why should it be worth any answerer's care?)

check that the exhaust is not blocked with carbon

Check adjustments at the levers, or trace the wiring back from the light to find the switch which may have shorted or broken.

It sounds like your alternator is not charging the battery. Fit a new battery remember to undo negative lead first to remove and fit positive lead first to refit the battery. When the new battery is filled please charge it using less than 1 Amp DO NOT use a car charger or try to jump start it. Your new battery should show 12.5 to 13 volts on a meter for a 12 volt system and 6.3 to near 7 volts for a 6 volt system. Start the scooter and check across the battery terminals your meter should show about 14.4 V for 12 volt battery and about 7.5 V for a 6 Volt one. No voltage increase means your charging circuit is not working. Either the alternator or rectifier(regulator) are not operating correctly. Worst case scenario is both units dead.

Have you checked the wiring to the lights. Sounds like you have a wire that has shorted to ground. Would also explain your battery drain. I'd check the wiring before the ignition switch since it is draining your battery with the switch in the off position.

check oil level,check for loose wire or conection to sensor.

Was the bulb replaced? Sounds like a small corrosion problem. The connection from the wire to the bulb socket or the socket to the bulb itself isn't clean. Replacement sockets are available at any parts store. Or just use a small folded strip of sandpaper to refresh the contacts and use a dielectric grease to prevent water entry.

Is the cap threaded? Bad o-ring? Tight? Overfilled oil level?

Does anyone know how the two cables on the MP3 Piaggio throttle body go back on?

If the charging system is ok (approx. 13.5 to 14.5 volts then it could be a bad ground (negative) at the bulb. Check for loose or rusty connection.

Yes There is a vent in the fuel tank. It is either in the filler cap or a separate hose. Sounds like ti is plugged up.

How familiar are you with the Piaggio MP3 ? For the electric starter to operate, not only does the ignition key have to be turned to the on position AND the ENGINE STOP SWITCH be in the RUN position ..... BUT you must also APPLY REASONABLE PRESSURE to either of the BRAKE LEVERS. On another note, the MP3 has an IMMOBILISER There is a TRANSPONDER CHIP in the IGNITION KEY that is detected by the bike's "security system" and the CODE in it is read and compared to the one stored on-board. I've never tried to start a MP3 with a key that has the wrong code or the transponder chip missing, BUT, if it is the same as my car (Ford Mondeo) the STARTER MOTOR DOES NOT TURN - NOT EVEN A CLICK

there will be a relay for indicators on your bike usually under seat compartments , and also water may have got into the switch for your indicators . check also that the globes aren't blown . these things happen .

Re-set the idle adjustment screw on carb? Also check fuel / air filter.
