I ran my xr400r with no oil in it for 2 minutes
you could have damaged it, but if you were just at idle, you may be ok. If you were out running hard, maybe a bit of damage.
Either way, drain the oil and change the filter. Then check the waste oil for metal particles...
that will be a good indicator of damage.
Also after you add new oil, run it and check for excess noise.
Thirdly, watch exhaust for excess smoke..

Xr400r's been stood a while,
Make sure the carb is thoroughly cleaned, all jets not just main. The half choke is compensating for the slow circuit jet. Check your air/fuel mixture. Also, check the air and fuel filter. If all checks out fine and you still encounter the problem, could be : bad gas, wrong spark plug heat range, or most likely the diaphragm for the top of the carb.
I need to know how
On the right side of you motor, there will be a sight glass.
You will have to crouch very low, and possibly lay on the ground to see it.
The sight glass is in the right side cover towards the back and at the bottom.
If your oil is in need of changing and has turned dark in color(black). The sight glass isn't so visible when the oil is black.
Thats how you check the oil level with the bike off the kicksatnd and you holding it staight up, while looking at the sight glass.
I have a Honda XR400
I have a 2003 XR 400 that I bought in 2005 nearly new (seller was more of an MX guy than trail guy). Thing was HARD to start no matter the conditions; hot day or cold day, sea level or 7000', dry or wet. Once I tired myself out completely and got it running, it would restart ok, but still always a challenge. After months of gritting it out, I followed the advice of everyone online. I bought a pumper carb. Don't even screw around with getting just the right jets, or all the other stuff you've already done. You bolt on the carburetor that the bike should have shipped with and you'll be one or two kicks from a nice run/idle/ride. I ride literally from sea level to 5000' with zero issues. I ride at 7000' no issues. Seriously, It was the best ~$350 I ever spent.
Where is the oil filter
On the front right corner of the motor is a round cover held on by two bolts (one short ,one long). The oil filter and spring are under the cover. Be sure to only use JASO MA motorcycle oil . 0w-40 Amsoil synthetic oil works great in your model.
Hard clutch-
Half the time the problem is the cable due to lack of lubrication. Try adding liquid graphite (lock Eze) into the cable. Check for kinks along the length of the cable and bad routing of the cable. The other half of the time the problem is very dirty oil in the gearbox. Try an oil change.

The Power Steering has failed. There has been a factory recall for a suddenly failing electrical steering shaft, that could cause the rider to loose control. This does not have to be your problem but anyhow either the electronics or the pump failed. Error codes or messages usually have to be erased by a simple reset procedure or disconnecting a plug, after repairs are done.

Hiss works but
On the bottom of your speedometer on the left side there is 2 buttons
press the far left one for a couple of seconds and the light should go on
