Your pressure valve could be a fuel filter that's clogged up. If that's the case the tank may be full of rust or some other crud, a good reason not to run it without a filter on the line.
You may be able to open the filter and clean it or just replace it with a new one.

you have to remove the gas tank to access the fuel filter. First, remove the seat and then remove the attachment bolt at the back of the tank. Then remove both attachment bolts at the front of the tank. You can now raise the tank enough to disconnect the fuel line from the shutoff valve on the tank (Make sure you shut off the fuel first). Now, you should be able to remove the tank. The filter box is situated between the two upper frame tubes. Two Phillips-head screws secure the cover. Remove these screws and remove the cover. You can now lift out the filter.Reverse procedure to install

You need to disassemble and properly clean the slow circuit/slow jets of your carburetors. Unfortunately, Your carb rack is very delicate. There are some brittle and expensive($40 each) crossover pipes that may crack or leak if the rack is removed for cleaning. I would try lowering my fuel level to just the lower tank and adding half of a cup of "Chevron Techron" to the gas (basically you want one gallon of gas with a shock treatment). Unplug the fuel line from the fuel pump and pour some Techron directly into the carbs. Now start the bike and run it long enough to make sure the treated fuel is in all the carbs. Turn off the bike and let it sit overnight. In the morning drain the carbs, restart the bike , and idle or slow drive till the carbs idle again( usually 5 to 15 minutes). If bike is starting to idle, drive to the gas station , fill the tank and drive the treatment through. With any luck this will solve your problem without an expensive disassembly/cleaning. Use "Chevron Techron", not Chevron fuel treatment with Techron, Techron is more concentrated.

If this only happens when it is hot you may need to use a full synthetic oil to stop the sticking. If it does this all the time , you probably are dealing with nicked or worn shift drum components or a bent shifter linkage (inside). Shell Rotella T full synthetic is around $22 a gallon and is motorcycle rated JASO MA. If you are already running a full synthetic, motor disassembly may be necessary to fix the problem. Try the oil change first. I recycle lightly used oil (low miles, not too dirty) in my automobiles or yard equipment when they are a quart low on oil so it does not go to waste.

The only thing you can do is replace the brushes. Honda only sells the complete starter or just the brushes. The plate set and post set of brushes will run $50-$60. Clean the armature contacts with fine grit sandpaper( flat shiny copper). Make sure you only have continuity between every other contact on the armature . If side by side contacts have continuity , buy a new starter(or good used). If any of the magnet coils are burnt or shorted, buy a new starter.

Take your battery out and have it load tested. It is a classic case of switching the bike on, the battery cracks between the cells( the lights flash on and off). All the cells read full charge, an OHM meter shows 12 volts, but there is no power going past the crack in the battery plates.You can jump the bike from another battery, if it quits when you disconnect the cables you know you have a bad battery.

Your engine and transmission share the same oil. If your engine oil is good then so is your transmission. You might want to think about an oil change if it is due. If you want to cut down on the noise a bit switch to a good synthetic like Amsoil.

if you rebuilt your carburetors you have made a mistake when you reassembled them a carb must sprsy a fine mist of "dry" fuel into the engine intake your carbs are flooding you need to check your fuel floats , jets and, don't forget to check the power piston circuit and, balance (sync) your carbs on the bike when you're done
