Voltage spikes up with rpms
If you mean from 12.5 to 14.5 and back, that is normal. If you mean above 14.5, then the rectifier diodes need to be replaced.
How do I hotwire my 78 shovel head?
Run a wire from the postive side of the battery to the top side of the coil. There should be two white wires on the top side of the coil and a black wire on the bottom. Once there, you can kick start the bike. If you want to use the electric starter, pop the rubber boot off starter solenoid and jump from the large top lug to the small lug in the middle to engage the starter.
Or, you can purchase an aftermarket switch and change out the switch. You need a 6-lug switch for you 78.
Moto Guzzi California Titanium Vibrations at speed.
It could be any number of things, from wheel bearings to clutch to out-of-balance engine.
All Guzzi's shake to some extent, at least until you reach 1500rpm or so... but I would hesitate to give you a specific reason.
Has the bike been checked by a Guzzi shop? It may be that the two cylinders are 'out' and the FI needs a reset.
2002 harely wont start alarm issue
Try changing the batteries in the key fobs and entering your security code manually, using the turn signal swithces. If neither of these works, the bike will have to go to the dealer because you have a problem with the TSSM.
What holds the battery cover
On most Dyna models, the battery tray raises and lower and simply traps the battery cover between the battery and the frame. Look on either side of the battery box. There may be some bolts on each side. There should be two bolts that "lock" the battery box and one that raises and lowers the box. You may have to remove the seat to get the cables off the battery or access the bolt that raises and lowers the battery. All my experience with the Dynas has been on 1999 and earlier models.

What kind of brake fluid
Harley changed back to DOT 4 but I don't remember what year. Look on the top of the master cylinder cover and it should tell you which to use. If it's not on one of the covers, look on the other one, front or rear brake. I think your's does use DOT 5.

How do you change a voltage regulator for a 2002
The voltage regulator bolts onto the frame, usually on the two downtubes of the front of the frame. It has one two pigtail and then a larger gauge single long wire. The pig tail plugs into the crankcase near the end of the oil filter. It may have a clip that holds it in. Loosen the nut on the clip and unplug the pigatail. Mount the new regulator to the frame where the old one came off. The regulator must have a good ground connection between it and the frame. Most mechanics put a "star type lockwasher" between the frame and the regulator. The teeth on the star lockwasher bite into the frame and the regulator insuring a good ground. The long wire is routed along the frame back and up to the positive side of the battery. There is no need to polarize anything, just put the new one on and that's it.
Battery won't charge when riding is it my voltage
If the cells are dead in the battery, it will never charge. You can go to Autozone and they will test it for free. The question would be if the battery is dead, why?? Are you just starting to ride after last season? How long has it been sitting? If sitting a while, the battery may just have died to age. If you are driving it all year, have the alternator/charging system checked
How to tighten front fork bearings
Adjustment of the steering head bearings is a bit more complex than simply tightening them. If not done correctly, severe handling problems could result. The tension is set by using a scale and measuring the "break away" pressure on the front end. This is a procedure that I'd leave to the dealership.

Bike 2002 dyna wideglide speeo
First of all electrical problems on these bikes are hard to diagnose, especially on the computer. I assume you checked all your fuses and wires for any obvious shorts or blown fuses. Sounds like a wire might have melted in the heat and shorted out.Check the wiring from your ECM to the speedo under the gas tank and around the motor to make sure nothing shorted out.
Then if nothing found there is the Speed sensor located on top of the transmission. Remove, clean all debris off of it and reinstall. If that doesn't correct the issue, the sensor may need to be replaced.
