I wouldn't close either one, the crankcase needs to breathe. lower one can be routed under the bike. whether you add a catch can, or just leave it open is up to you. The one at the head was originally designed to feed back into the carburetor and run through the motor. If it has a bypass, it was put on to avoid that. The bike will run better as is, when compared to shoving all that gunk back into the cylinder and choking it out, the way emissions wants you to do it.

I had same problem, found the Positive cable from battery has parted inside the plastic cover. the cable was broken, but was making and then breaking with the movement of the bike. the bike would run then stop, then would restart later, when running, the engine would sometime spit. replaced the cable with a longer cable , (it was at the starter end of cable that parted) bike working good now. Lack of clutch plate pressure or worn plates will cause that. Purchase the parts you have said are damaged/worn a set of plates and springs then rebuild it and happy biking for a few more years. Follow the procedures as laid down in the workshop manual.

Clutch worn or wants adjustment

Gaslight staying on is due to faulty fuelguage. I suggest you clean tank, check Guage, check tap, piping etc.

Batt cud b toast...chec connections or titen. It must read 12.6v always. Test startr switch too. And buy a clymer manual for complete rebuild right now

Crank Position Sensor.

It's inside the outer fairing. The fairing has to be remove to gain access to it.

The cup in the fuel tank where the fuel gauge sits has rusted and has pinholes that let the fuel leak where those wires come out. I had the same issue on my 1998 Road King Classic. Take out the fuel gauge and fill the rust holes with jb weld fuel tank repair putty,let it dry ,reinstall fuel gauge. DON'T PUT THE JB WELD ON TOO THICK!!!! It makes it harder to reinstall the fuel gauge.GOOD LUCK
