It's located behind breaker box you have to lay on ground and their are 2 10 mm bolts that hold on black fender in front of rear tire remove those and lift up the top just hooks on and slide all the way down following contour of tire and then you can see inside ant their will be a little box with two studs and wires on each post that is your 30 amp breaker

Have you checked all your grounds sometimes you a loose ground will not or will lose connection on the ignition switch you should have two hot coming in and then when you turn it on and energizes the switch as long as you still have battery voltage there when you hit the start button you should be fine but start with your grounds for
Rough idling 2000 carbureted heritage classic
It sounds as if you may have some partially contaminated fuel entering the carbs. About the only other thing I can imagine that would cause this is a very small vacuum leak at the point where the carbs mount. Carbs have even been known to shake loose at the air horn to main body gasket. Good luck!
Whitch way does the jackshaft coupling go
The jackshaft must be installed back onto the starter shaft prior to installing the jackshaft with the shallow side of the coupling going/facing towards the jackshaft and also facingthe jackshaft splines. Remember to reinstall the coupling retaining ring if it was removed. ALSO, be sure to install the coupling on the starter output shaft with the counter bore facing the jackshaft. THEN put the spring inside the coupling and install the pinion gear on the shaft put the lockplate and the thrust washer on the bolt and put the bolt in place in the jackshaft. If you removed the retaining ring put it back on shaft and then slide the jackshaft assembly back into position in the inner primary. In order to hold the lockplate and thrust washer in place be certain that the lockplate tab is properly in the keyway. THEN, having aligned the lockplate tab and thrust washer properly in the slot with the jackshaft keyway screw the jackshaft bolt into the starter shaft and while holding the pinion gear in position tighten the bolt to 84-108 in-lbs (9.5-12.2 Nm) and bend the locking tab against bolt head.

Why are there two gas caps on tank
Goes way back.
The old 45" flatheads had the right tank for gas, and the left tank was oil.
Now it's a styling homage to the old days.
While my '08 Road King LOOKS like it has the old split tanks, it's really a 1-piece tank.

The starter silinoid is connected to to starter and can't be replaced with out the starter itself when you buy a new starter it'll come with a new silinoid on it pretty expensive too

Best answer I can give you is to go looking, remove the console and speedo head and see if you can access anything inside the head and it not you likely need a new speedo head. When you find out please post a comment. Service manuals normally do not get into this detail with such components, nor does any H-D training I have ever participated in. You might also break it down as repairable/replaceable or not by asking a Harley Parts Department for a replacement bulb number. If they do not have one it is a component replacement situation.
