How do I fix my stuck needle in speedometer on a
The speedometer is not repairable. You simply replace it. There are places that specialize in "restorations" of speedometers but they mostly work on original equipment speedometers for collector's grade restorations and are VERY expensive. It's cheaper to simply replace the speedo. You may want to record the mileage on the bike and you'll probably have to note on the title that the mileage shown on the new speedo is not correct when you sell the bike.

Rear cylinder not firing
The first thing I would do is replace the spark plugs again. You can foul a plug and it will cause you more problems than you can ever imagine. I see you have done all the logical things that I would recommend but I did not see you have replaced the plugs after the 200 miles. You would be surprised at how many times a $2.00 part can cause fits beyond belief.

Short in blinkers.
I had a short in the same exact bike. It was at the wire end of the rear turn signals in the tail light, The wire had been played with and bent too much and the Harley wire end pin connection was shorting out, it took a while to find, replaced the end pin and no more short. - add this to what Greg says and you should find the problem, if not you may end up replacing the light wires or harness - Good Luck

Harley 883 sporster iol capacity
If you are talking about the oil you drain from the hose under the center of the engine and after changing the oil filter, about 3 1/2 quarts max, that's counting the 1/3 to 1/2 quart you put into the new filter before installing. I would start with 3 quarts in the oil tank, put back in and tighten dipstick, start up and run bike until it is warmed to normal operating temp and then shut down. Then with it on the jiffy stand unscrew your dipstick, wipe clean and reinstall stick tighten. Then remove stick again and check level. Ideally you want it about half way between the add and full line.
If you are talking about what they call the transmission oil, the one that you drain by removing the plug on the bottom of the left side cover. It takes 32 oz. and is checked having a friend sit on and hold the bike up straight and removing the cover over the clutch (the big round one on the right side of the left case cover) the oil lever when full should be just a hair above the bottom of the clutch gear.

3 broken rear drive belts in 5000 miles
Check for any damage to both belt sprockets. Make sure you are not over tightening your belt by using a belt gauge. Make sure your belt is properly lined up straight and not rubbing on the edge of either sprocket as well. Finally make sure you never over fold the belt before or while installing as this could also damage and severely shorten the life of your belt.

2005 sportster 1200 custom Starter won't turn over motor?
First thing I would do is check and make sure the battery has a good charge. If it is fully charged, I would check fuses and relays. Then I would want to check to the make sure the engine turns over by removing the spark plugs and put the bike in high gear and see if you can coast it (i.e. down a hill, have some one push you while on it) if on a jack so the rear wheel is up in the air, you can rotate it by hand. If all that checks out, I would want to pull the starter and do a bench test on it.

How much forkoil does a 2010 XL1200C require
Mine is a 2007 that has a 2.25" X 21" tire but my manual says:
Fork oil amounts can be measured two ways.
? Use oz/ml measurement if fork is left in frame.
? Use in/mm measurement if fork has been disassembled.

It would seem to be a wiring related problem. Check all wires around the speedo and where they go around the head stock. Also, check for poor earth connections.

How do i change the fuel line in my 2000 xl1200 C sportster ? i have a slow leak from old hoses
Turn off fuel tank petcock valve. Remove complete air filter assembly. Disconnect fuel hose from bottom of petcock(may have to cut hose clamp off and will have to replace with a regular worm screw hose clamp). Hold a rag around the end of the hose where you are pulling it off to catch and squirted fuel. You then pull hose off the carbs elbow fitting the same way you did at the other end. If hose on carb is not easy to access, you may have to pull the carb out of the rubber boot that connects the carb into the intake manifold. Replace hose with same length of new hose which is 1/4" fuel line hose. Reassemble in reverse order using the above mentioned worm screw hose clamps.

Where is the starter on harley sportster and where
Starter is just behind the rear cylinder and above the transmission casing. It should easily be seen from the right side of the bike when you look between the rear cylinder and under the oil tank. The battery cable should be connected near the top closest to you when viewing from that same side.

How do you install the drive belt on a 2000
I don't know an answer for you except that you try googling it and/or see if you can find anyone dealing with lehman or that used to deal with lehman. I am posting this now as I have seen your question hanging around unanswered for too long a time period that it does not appear you are going to get a better answer by waiting longer.
