How to replace voltage regular on 2007 softail Harley.
VOLTAGE REGULATOR Removal/Installation
Disconnect the negative battery cable
Remove the rear fender inner panel raising the back wheel off the ground, remove the 2 bolts securing it at the bottom, push it up to release it as it clips over a locating tab
Disconnect the voltage regulator lead from the silver post on the main circuit breaker.
Prior to removing the voltage regulator wires, note the routing of the wires through the frame. Note the location of cable straps and tie wraps. The wires must be rerouted in the same path.
After disconnecting any straps, leave them in place on the frame as a reference for installation of the wiring.
Disconnect the voltage regulator electrical connector from the alternator stator.
On 2001-on models, Remove the two bolts securing the voltage regulator to the mounting bracket.
Remove the screw and disconnect the ground strap from the mounting bracket. Unhook the wire retainer from the mounting bracket.
Remove the voltage regulator and related wiring from the frame.
Install by reversing these removal steps. Note the following:

Throttle is jammed on 09 heritage classic, won't return
From your description, the following is usually the cause:
Remove twist grip from end of handlebar, and apply a THIN coating of hi-temp grease to the handlebar end where the throttle sleeve rides.
Lube the throttle cables.
Check cable routing, making sure that there's no tight bends, and it's not hanging up, or pulling.
Check for weak/broken throttle return spring (if there i one)
