No spark to plugs on 1997 toyo camry. battery turning engine fine. fuel getting to engine. starter kicking in for definite. only issue seen so far was a connector that appeared to possibly be a diag plug it was 4 wire connector near the battery. the wires were heat fused together. if those crossed could that shut down or burn out the ECU?!

With new battery and starter that engine should spin nicely. U might want to experiment by removing all the spark plugs and then crank and check for cran speed. Should turn like crazy. If not, then something inside is definitely binding up.

Did you have any incidents of overheating recently? If so, that could have caused permanent damage to engine block.

If the spark is getting right.Get the fuel system checked.Its quite possible that fuel pressure is low or fuel pump not starting up right.

If not cranking with new battery, it is possible you were low on oil and the motor has seized.

Ignition timing could be off, the plug wires and firing order may be scrambled, there could be a large air leak into the intake manifold, the EGR could be stuck open, the fuel pressure is too high and flooding the engine through the cold start injector, the MAP or MAF sensor is faulty, very dirty fuel injectors, idle air control valve defective, the engine coolant temp sensor is faulty (stuck at full hot).

The clicking is the starter solenoid, and the battery change doesn't change or hurt the situation, it's just coincidence. Either the solenoid or the starter itself is bad; you need the starter system tested in order to identify the problem. Get a firm estimate from any decent shop.If you need another starter, a rebuilt is just fine.

first check if fuel is getting into the throttle body...take the air cleaner off and have someone press the accelerator while you watch for fuel to squirt into the throat. if there is no fuel then look at fuel delivery problems. If you do have good fuel flow then take out a spark plug and examine it for fouling or possible flooding. If it isn't then proceed to check for a spark. put the spark plug into the spark plug wire but NOT in the engine. with gloves on and wire and YOU are away from moving engine parts and belts and away from the area where you removed to spark plug. Place the top part of the spark plug and make it contact a solid metal part that has a good contact to the chassis...to allow for a return path for the spark. you can hold the wire far from the spark plug to avoid a shock. have an associate start the truck and make sure its producing a nice white or blue spark....red sparks are weak and no sparks is of course ignition issues. hopefully this will help with moving on with troubleshooting. we would need more info to move on or spend a month listing all the possibilities. :-)
