Take it to an Alignment Shop. This type of adjust requires special equipment.

You will have to release the idler wheel. It is the only pulley wheel that that does not have a component on it. There is a bolt on that which you can loosen the whole belt with to replace it. A crow bar is usually used to adjust the tension back once you replace it.

make sure you align all the marks on the gears that the timing belt runs on.
