Horns are pretty simple units and don't need to feed through the ECU.
When you say you have checked the wiring and tested it, do you mean the wiring at the horns? or the wiring at the horn button on the steering wheel pad or where ever your horn button is located?
Sometimes the horn button breaks usually due to wear, If that is the case you will need to remove the horn pad or button and check/repair or replace. If this is working then most likely your horns are dead, not usual as they are fairly robust but not unheard of.

Having investigated further, regarding the horn,there is no feed to the fuse on the Renault Kangoo.

Will show you how to fix a dead horn, it isn't for your car. But horns and such are pretty much the same.

This problem on kangoo is usually down to the rotary switch behind the steering wheel. there is a red and black wire which rotates withe the wheel- these are prone to snapping. the easy check is pop the top steering column half shell and look physcally behind the wheel. these procedure isless than 10 secs. a new rotary switch will then be needed if it is confirmed.
