My 2001 chrysler voyager blower first stopped working on low, then medium went out, now high is only working for a time and then gives out. I replaced the control and the resistor. Neither solved the problem. What next?

Sounds like your heater blower resistor lived its last life. They usually fail one speed at a time, until you're left with none. Should be able to pick one up at your auto parts store, and they should be able to get you close as to it's location. Most likely under the dash on the Passenger side. Typically, two 7mm screws and two electric plugs.
This is 100% the Blower (Fan) Motor Resistor located near the Blower Motor.
This is a very common problem with Chyrsler, Dodge, Plymouth. The key symptom is the Fan only working on High.
This is very easy to access and replace.
Blower on high only is probably the resistor, on my 99' it was under hood up behind passenger side strut tower, on firewall. 1-1/2"x 3" block or pad with wire connector attached. Pulls out if no sign of bolts or screws holding it. About $20.
Windshield washer pump, can you hear it clicking at all when pushed? You've checked for bad fuse?
