    whenever the propane cylinder reach the halfway mark it won't rev above 2000 rpm

Sounds like the regulator is not opening up all the way or the air fuel mixture has been adjusted wrong

What is the problem of toyota avanza 2008 model k3 engine very high rpm 1700 to 2000rpm

Double check work, there is a bad connection, could even be a bad "new" part. It wasn't doing this before, was it?
so something you did is causing this. High speed seems to me the Throttle position sensor is not adjusted properly. Its calling for more fuel. or The throttle is stuck somehow, not closing at idle. or installed bad?

97Honda accord idling high. Computer said bad map sensor so I replaced it and still idled high and still says map sensor bad also is locked in park.

You should clean the throttle body and Idle Air control (IAC) solenoid using spray type throttle cleaner. Here's how:

1. Remove the air snorkel which runs from the air filter box to the intake manifold.
2. Have a partner to hold the throttle to the floor (engine OFF).
3. Spray the cleaner into the throttle opening and use a cloth and/or small soft bristle brush to clean the throttle plate and the entire opening.
4. Remove the IAC solenoid (be careful not to lose the rubber O-ring which goes around it - this is a seal and the engine will run terribly without it) and clean its tip with the throttle cleaner.
5. Clean the bore that the IAC fits in to as well.
6. Have your partner to release the throttle.
7. Replace the IAC, air snorkel and any hoses or wires removed during this process.
8. Start engine
**NOTE** the engine will take longer than normal to start because of the "floor" condition caused by the throttle cleaner. Once the engine starts, rev it a few times to burn off the excess fuel/throttle cleaner.


The LOCKED IN PARK PROBLEM
This is due to a faulty or disconnected shift lock solenoid.
It is located behind the left side of the dash near the center console.

you seem to be snatching at straws. that is ok. many do.
panic sets in.... its a machine and all fail.
You have dangerous high idle speeds, this is dangerous.
why not seek help. any mech can find this, Any!

The car has EFI , and idle controls.
A/Cs sets faster idle , by about 200 rpm ,
800 hot , to 1000 hot (in general)
The car has an idle speed controller that is failing.
there are other ways for this to happen, all complex.
1: intake manifold air leaks.
2: some dork, spun the distributor guessing at timing, fire him.
3: ISC bad. (or IAC) electric idle or thermo idle controls
4: throttle linkage jammed. (cruise, throttle or A/T kickdown)
5: or Toyota disease, the floor mats are hitting the throttle (dumb)
there are more..
it takes tools to fix cars, and know how. do you have tools?
that includes gauges.
guessing is expensive.
ask any mechanic to look, its not costly for just a look.

98 eclipse 2.0 idles high at 2500 rpms an I just replaced the throttle positioning sensor

sounds like you may have a vacuum leak. any air entering engine not passing through the throttle body will cause engine to race. a whistling sound is sometimes a sign of vacuum leak but not always audible. propane is the recommended method finding leak but I find this unreliable. spraying carb cleaner around suspect areas and listening for a rpm change is more successful. just remember carb cleaner is extremely flammable and caution must be used.

Idle rpm too high

You don't say if the engine is carb or fuel injected.
If it has a carb, it could be sticking linkage for the fast idle to the choke.
If it is fuel injected it could be a faulty idle air control valve.
Or it could be something holding the throttle open like a binding cable.

1990 tracker idles high all the time unplug map sensor on fire wall it idles down but runs sigh smokes

check for vacuum leaks. this can be done by waving a gas torch (propane) near the intake piping between the throttle body and the intake manifold with the engine running.

This is my only way to get around. My 1996 Rav4 was cycling up and down 1000-2100 RPM's Would not idle I replaced the idle control valve and it didn't help.I removed all the vacuum hoses one at a time and...

No not a leaking injector would be running very rich.What I would try is remove in take air duct at throttle body and cover with palm of have so no air can go in there and listen for air going in some where else.

Idles high

Idle speed is not related to the clutch position. With the pedal depressed, the engine is freewheeling and is not engaged with the remainder of the driveline. Likely the idle speed is the same with the engine running in neutral or with the clutch depressed. check the idle air control and clean the throttle plate in the throttle body as well as checking the throttle cable for binding etc. If there is a small vacuum leak, that also can raise idle speed.
