These vehicles are OBDI (OBD one) compliant not ODBII (OBD two). Therefore, the scanner required need to be specific for Chrysler vehicles. 94 and 95 bonneville's have a odb1 system but the plug under the dash for the code reader is for odb2/.
you have to get a code reader that will read odb1 and odb2 with a manufacture special plug to read them.
also the computer in the 94-95 are only used in those 2 years.
new one at most auto parts stores is about $100.00
cheap compared to other years.
if you have lots of codes and it runs good but just turns itself off all the time it's the computer.
I had to replace 2 so far one in a 94 and one in a 95.

1991 Mercury Capri does not have power to fuel pump

Power for the fuel system comes from the ECU. I would start by trying to read the fault codes. If you can not get the reader to communicate with the ECU, I would replace the ECU. Warning: it is expensive. I get mine from wrecking yards.
