First of all, pull off distributor cap and check for wear on inside and also inside cap. The tachometer is driven by the signal from the ICM (Ignition Control Module) located within the distributor. The signal is on the blue wire and usually when the ICM begins to go bad it can cause your tach to go crazy. If the ICM is ok the wiring needs to be looked at from distributor to tach guage. good day!

Tach jumps all over the place driving and idle. works correct sometimes. how to repair?

crank sensor is tied in with the tach. you have problem with crank sensor or electrical problem. the tach reads rpms, if the sensor is bad it throws the rpms way off. this is why you get the jumping in gauge.

97 civic 5spd. Jumping while accelerating.

Just check the transmission fluid-if low you have to add until it is full-do not overfill though. Better to have it just a bit low than overfilling it.
In park, can you accelerate to 2500-3000 rpm, and hold steady with no shaking or indications of a miss? If it runs good in park or neutral, then you probably have transmission problems. Frankly, it is pretty rare for a torque converter to develop a problem. Check your fluid, or try changing the fluid if it is dark or dirty looking.
