My mother's brake lights (1996 Ford Contour) were not working and it was the combination switch. The combination switch is an assembly by the wheel, you use it to give turn signals, high beam, hazard lights and apparently the 'smart' Ford designers linked the rear brake lights to it. Could be a contact that is oxidized. I repaired mine. I may have one lying around. You can get this from a junk yard. I believe it is pretty simple to remove.
