Can i shift the gear immediately while climbing on a high roads from high speed to low speed on a automatic transmission 1996 honda civic vti vtec? Do i need to brake first the engine before i will shift to high or low gear while i am running?

which engine, options there are many.???
cant fix any engine, until you know what it there.

surge 101 (running gasoline?)
it caused by 2 things. (and lots of reasons)
1: engine running lean. all engines lean surge. fix that first.
hint use a scan tool see live data........?????
2: ISC system is faulting, the idle speed controller can fail for #1
or for itself. (it can stick) clean in.

is the check engine light on? sounds as tps is acting up. the TPS sends signal to the ECM to help control transmission performance and shift points.

its AUTOMATIC you dont have to do a thing u realy need those lower gears for towing and heavy loads for hill not for normal day to day driving just leave it in D4 dont touch it

Though I'm not an expert on Hondas, I've been around a few trannies. An automatic transmission generally does not have a drain plug. The pan bolts are loosened and the transmission fluid is drained into a catch pan. A new gasket then applied to the pan and the pan then bolted back to position then new fluid added.
Are you sure of your fluid level? Sometimes a low level of fluid can cause a problem like this.

that could be a result of your clutch being worn.....or worn gears. have it checked by a professional

VTI is the model or classification of the brand civic.( like civic EX, LX, LXI etc) vtec is the branded name given to an engine. like VVTi for toyota and so on..
