This could be a problem with your starter -- if you know a bit about engines try tapping the starter with a wrench while someone turns the key (not too hard so you don't damage it if this is not the problem). If your starter motor has a "dead spot" tapping it can get it to free itself up and might help. If this DOES help, please consider changing your starter so you don't have to keep going through this problem. If tapping the starter does not help, it might just be dead altogether. If you are doing your own work, try replacing it and hopefully that should help. If you are not going to do your own work on the car, a mechanic should be able to give you a proper diagnosis and repair the issue without too much hassle.
Is it one click or multiple clicks. If it's multiple clicks, it sounds like a dead battery. Voltage isn't always an indicator of a good battery, you need to have enough cranking amps to be able to start an engine also. If you have dash lights and it only clicks once, you could have a bad starter. An easy way to check this is to try and jump start the vehicle. If it starts up with a jump start, you need a new battery. If it still doesn't start up and it just clicks, you probably need a new starter.

I had such a problem and I thought it was a bad starter. Paid for taking it to a service centre and it turned out to be a positive wire connecting plate. There are 2 wires coming on to a positive pole of the battery. Those 2 wires are bolted together. All you have to do is clean the plates that are bolted together with a metal brush. Worked 4 me. Starts as new.
