SOURCE: hyundai accent 1999 failed emission mot test
there are many
systems in your car that could cause it to fail emissions tests. lucas will not harm your car but it will not fix the problem either. the emission test should give you a reason for the failure. you should be able to track down the problem with step by step procedure for that particular system.
is your check engine light on? any generic scan tool can scan the vehicle data to determine witch system may be causing the problem. could be as simple as a tune up or a faulty o2 sensor.

better chec the wiring or connections 1st--pull the plug from the pump and inspect for flaws and corrosion then plug back in--pump itself can be tested--the fuel injection pump in engine area may have issues
SOURCE: when to replace timing belt
A timing belt can last 50,000 miles or the life of the vehicle. In all honesty, you just never know. It all depends how the belt looks. If it is wore or missing teeth, then it would need changed. But, without seeing it, I would recommend changing it at 100,000 miles. They almost always last longer then that.
