Have a 2008 ford expedition having problems getting it of park

are you parking on a hill? if so the torque lock is kicking in which means the weight is putting pressure on the transmission. In the long run it could severely damage your transmission. a suggestion if that's the case is when you park set your foot on the regular brake until the car stops then put in your parking brake or emergency brake, whatever you wanna call it. then after that you can throw your transmission in park. hopefully that helps

99 expedition trans feels like it engages but will not move.fluid level is ok

Check out these things: rear wheels locked up because of emergency brakes coming apart inside rear drum/rotor.

Rear axle broke

4x4 controls switched half on-half off.

Torque converter broke

All of these problems will not make much in the way of noise. You will need both rear wheels off ground and trans in neutral to turn the rear wheels. If they turn its likely the torque converter.
