It has to do with a short in the wiring so you can use a multimeter to see where the short is at. make sure you use the multimeter properly so you do not blow the multimeter. you can buy one at wal mart around 20 dollars or so.

You only replace, any fuse once

Then you get a wiring diagram
of that circuit, and start to diagnose
the possible cause

Do you have fuel pressure?

Can't believe FORD would just replace the fuse an send you on your way ! You must have not wanted work done they suggested . Cost too much for diagnostic's ! Because I work at a ford dealer , you have a short to ground somewhere in the insturment cluster or wiring .Why didn't you have them fix it ? An what is it you want to know ?
