There are two tiny motors in each mirror. one for up/down. One for side to side. They have jack screws (plastic) that fit into the motors.
You can manually put your hands on either side of the mirror and force adjust it. If you hear a ratcheting sound, the jack screws are OK. Then repeat with hands on top and bottom.
If you hear ratcheting and mirror stays where you stop it, that means one of the motors is bad. The motor assembly is available as a separate part.

I have the same problem, my passenger side mirror can't adjust up/down...
try checking the mirror and make sure its not jammed. it sits on hooks so make sure those are in place and that all wiring is good.
