Hi There.
you may have to check in the trunk for an inspection panel or remove the gas tank to get to the fuel pump.

By the time the fuel pump goes bad it's to late to change the filter.Disconnect battery located under the back seat cushion. You will need to replace complete fuel pump in trunk. Near the back seat on the right. Pull back the carpet, remove screws on metal plate. Remove electric connection. Use hammer and big screw driver to drive the lock ring off. Do not poke a hole in plastic gas tank! Lift the fuel pump out. Reverse steps to install. I bought mine new on EBay.com for less than $100. Next you will need to check the fuse panel [beside battery] for a burnt fuel relay. Look on the inside of the lid for the fuel relay position. Most likely you will need to replace the entire fuse panel as the socket for on leg of the relay will be burnt. If only using a new relay {cheap}. First clean the female connection {not easy to do}. Squeeze the legs of the relay so they go back into position tight.

2009 buick lucerne washer pump not working changed pump and fuses are good

Before changing the pump did you test for B+ voltage at the pump and check the ground circuit . Jump B+ voltage to see if it runs ? Does it have the heated washer system ? How about the washer relay , did you check it ?
With the ignition in the ON position, accessory voltage is supplied through the 25A WPR fuse to the WIPER relay, the WIPER HI relay and the WSH relay that are all located in the under hood fuse block.
