Likely to be lack of power steering fluid. Top it up with approved fluid from an autoparts store then turn the wheel from full lock to full lock a few times. Lack of fluid normally means a seal leak on the shaft that connects the two steering arms. You may be able to rectify this easily at a mechanic but look for fluid under the car first. It is usually red> lots = big leak. cant find any means topping up the reservoir may solve the problem.
I would check your headlight relay switch that is located in your steering colum
