I have a 2004 Chrysler Sebring sedan, and my dash lights, tail lights, and horn doesn't work. I've checked the fuses, and replaced the bulbs. Every other lights work fine.

When you say tailings do you mean all the lights on the back including brake/turn signals or do you mean parking lights which includes the front parking lights? People use the term tailings for either one.
If the fuses are good there should be a dial that adjusts the brightness of the dash panel.If this dial doesn't work then the bulbs for the dash panel might be blown out.
Let's assume you've checked the bulbs and are happy they are serviceable. Therefore you can examine the brake switch input and output (while pedal is depredded)Usually located in the pedal box area of the drivers foot well ! Good luck
My 2004 Sebring did just that. it was a fusible link. a tiny square box in there with the fuses. they are a cube that plugs in about 3/8" of an inch square. Find the bad one replace it and the starter starts working again.
