If the cooling system is full and the car is at operating temperature then it sounds like you may have a blocked heater core.with car at operating temperature touch the heater hoses they should both be hot.if one hose is hot and the other is cold then the heater core is blocked and will need to be replaced.

My heat or air is not blowing out. But settings are working. Is there a fuse for blower, and where is it located?

Yes cehck the fuse box for blower motor fuse, if they are good then take the blower motor out and power it, if it works then change the blower motor resistor.

1991 honda civic, overheats, changed therostat,

you can try this, on the exhaust manifold there is a heat sensor you can replace this or take off the connection and with a small piece of electrical cable strip both ends put into the connection and that will put the fan on , if this fails then the fan itself is at fault [driver87]

2002 GMc Envoy Blower motor isnt working

If you can, check if there is voltage at the blower motor connector with the ignition on and the engine not running. If you have voltage, the blower is bad. If no voltage, it may be a bad blower switch, the blower motor resistor assembly, or the wiring between them.

The resistor assembly is on the evaporator housing under the dash on the passenger side and near the blower motor. The glove box must be removed to check this and the blower. A thermal limiter resistor is built into the resistor assembly and will open, ie melt, with excessive heat.

Without more details on this, it appears either your blower motor or the blower motor resistor assembly is bad.
