Cynthia, unfortunately the engine in your Sebring is what is called an "interference engine". When the timing belt breaks on an interference engine, the valves stop moving and the still moving pistons hit the valves that are open and bend them. This requires the removal of the cylinder head(s) to repair the damage. A fairly expensive proposition, I'm afraid.
Worked at dodge dealer for the last 13 yrs and have seen this problem a hundred times. Your starter is pullin too many amps during startup. Replace starter and will fix your problem
The factory calls for every 90,000 miles. Do not exceed this as this is an "Interference Engine" and if the belt fails it will cause severe engine damage.
HI. Here is the complete line up of specs concerning your vehicles front and rear tires. You did not post the trim line of this car, so I posted all models and tire combination's specified by the manufacture.

Some of the Sebrings have two filters(one is called a sock). The sock(which all sebrings have) is located in the fuel tank itself on the pump module. If this model is the JXI then the external filter is located on the belly of the car between the tank and drivers rear seat. I hope I could help!!!
