The hazards will work even if there are bulbs out. The hazard flasher and turn signal flasher are different, and are on a different circuit.
First, you need to check your fuses. Look in the owner's manual for the location of your fuse box and which fuse.
Next, you need to check your bulbs. Generally, the turn signals will not work if even one bulb is out. In your case, you'll be looking for a bad bulb (or connection) on each side of the car.
If you are absolutely certain that all the bulbs are OK, you can locate and replace the turn signal flasher.
The next suspect will be the turn signal switch in the steering column. At this point, you'll need to consider a dealer or repair shop.
Good Luck.
If you can locate the hazrd flasher unit under the dash on the drivers side, the turn flasher unit should be right beside it and looks the same. Unplug and switch the 2 flashers and see if the turn signals work. The flasher unit is a silver and round. they are usually close to the stering colum. Let me know if that helps.
They operate on two different circuts, I would start by checking fuses. Good luck !

I have a 2002 Chev Cavalier that had the same exact problem. I replaced the bulb harness (purchased from a chevy dealership for around $5) which was fairly easy to do. I have had zero problems with it since.

I had this problem, and to be honest, it happened to the left side about a week later...it's the board that the bulbs plug into...it's a very common problem with this model. So popular that you can normally get the socket board off the shelf at a parts store! it's extremely simple to replace, and I replaced all the bulbs at the same time!
