no where did you mention checking fuel pressure... ever changed your fuel filter ???

Sounds like the mechanic who changed the Cat Converter hit the wires to the oil sending unit or a metal shield on the engine that needed to be removed to replace the Cat was not put back properly and is so loose it is hitting the wire to the oil sensor... Get it checked out by a RELIABLE mechanic...

the last time I changed the oil in a manual tranny that is all I had to do, the level in mine was determined by putting an 1/8 bend in a piece of wire, add oil then check to see if you can touch the oil with the wire, when it does it is full enough.

The Range Rover actually has 4 oxygen sensors - 2 in front of the Cat and 2 behind the cat - try to check / replace the other 2

1. Turn the ignition switch to ON ( II ).

2. Press the SELECT/RESET knob until the engine oil life indicator

you most likely need to take the cat to a saturn dealership to have the code reset for the oil change light. Saturn is notorious for designing their cars so that it is necessary to the dealership for repairs.
