As the two systems are not connected in any way, I would call it an odd coincidence. The power steering is a hydraulic mechanical system that routs fluid pressure created by the power steering pump and signals are input from the steering shaft to the rack n pinion. And the wipers are electric mechanical that takes the power from the electric wiper motor controlled from the wiper switch to the wiper transmission which moves the wiper arms.
I had the same symptom on my 97' grand voyager. replaced the clock spring and my air bag light turned off, the horn worked and the cruse worked. found one at local auto parts for about 50 bucks.
the mechanism in the steering column sounds like its greased up or worn out on the treminals within it!
replace the unit s they are not worth repairing ! [ labour costs]

You need to pull out the Printed Circuit board behind the dash board gauges and re-solder ALL the parts on the board. Only attempt this if you are experienced at soldering electronic PC boards as you could permanently damage the board.
