Did eatc test got dtc 1259 1263 for no air at dash problem

Those are engine management codes and have nothing to do with the EATC system. You can't read EATC codes with a standard scan tool it requires a dealer level scan tool. Also to understand what the fault codes you read are I need the make of the car.

Buy an OBD 2 scanner, or a less expensive OBD 2 code reader (OBD means on board diagnostics, 2 means second generation-anything built after 1996, generally). Plug into your car's diagnostic port and read the codes. The trouble codes relay what the computer detected as a problem-points you to a course of action. Whether you fix it yourself or take to a shop with the codes for the repairs.
Many national chains, such as Autozone, will do scans of the engine computer for free, hoping you will return there to buy parts. Be aware a trouble code does not relay a specific course of action-it only points you or a technician to what the computer saw as a problem, like a circuit failure in a sensor signal, it could be the sensor or the wiring associated with it. Common sense and a knowledge of how the many components and sensors work and interact will help one understand and find the problem. For example, a code of a bad oxygen sensor signal-reading too much oxygen in the exhaust-would not be a bad oxygen sensor, but one needs to check why the air-fuel mixture is wrong-too lean-is a vacuum line leaking, or is the fuel pressure too low-these are the types of questions that can arise from a trouble code.
If you want to avoid mechanics entirely, better buy a repair manual and learn all you can about modern engine management electronics.

P1491 1999 jeep cherokee wont shift after 60

this is an obd2 trouble code table, it can help you understand the meaning of code,
your dtc 1491 is to do with the rad fan relay, very common failure! As for the rear wiper button flashing it means theres a problem with your A/C
or heater controls.

Management light on fault found is p1646 what

Looks like faulty Lamda Sensor.

Fault Code:- P1646 Indicates a Power-train fault


The fault is generally due to a problem in the Computer & Output Circuit area


Fault Description: ECM HO2 Sensor control malfunction -bank 1 upstream (1/1)

Action of ECM:- ECM Default:- HO1S 1/1 control circuit inhibited


After clearing the DTC, complete the Drive vehicle for 10 minutes
Check for a reoccurrence of fault DTC.


Possible Fault:- HO2 Sensor 1/1 heater failure HO2 Sensor 1/1 sensing circuit: short circuit to ground, short circuit to high voltage, open circuit ECM Failure

Has nothing to do with your charging system - it's a NETWORK management fault. BMW needs to reset.

The Drive light flashes and the car loses power and sometimes won't start

D light flashing means that there is something wrong with the automatic transmission, have the vehicle scanned to understand the origin of the failure. Car losing power is consistent with a transmission that fails to change to lower gears, but has nothing to do with failure to start, that i can think of. Remember that 1998/2002 Accord auto transmissions are notoriously weak, and rarely reach 80000 miles.

Engine management light has turned on

The ECM which is the car's computer has detected a failure of a system or component. Auto Zone or Parts Source can scan your cars computer and give a DTC (Diagnostic Trouble Codes). 
The codes are what is kept in ECM's memory so when the codes are retrieved, we can know how the Engine and Transmission is performing. This makes trouble shooting and repairing much easier and faster, as long as the person who is working on the car has an understanding to the type of problem and repairs needed to be performed.
