Well there could be a problem withthe fuel pickup in the tank but personally I would just keep the tank full above a quarter. And that's speaking as a professional who could certainly take my own fuel tanks or pump/pickup assemblies out of my own cars if I had to. Removing fuel system components is a hazardous and even dangerous activity. If you were on a long cloverleaf and cornering a bit hard, it's not unusual to starve the engine for fuel with that little fuel in the tank.

I have a 99' grand jeep cheroke. My top radiator

You may have cooked the engine.
It sounds like the head gasket may have blown, and you could be leaking coolant into the cylinders.

Where is the fuel filter located, ona 99 jeep grand cherokee?

Hello,

There are 2 filters.
  1. One is on the end of the pickup tube inside of the gas tank.
  2. The second is in-line, above the front edge of the gas tank, inboard of the frame member. It is part of the fuel regulator/filter assembly.

Here's a diagram:

Take care.

I need to change the fuel pump on a 99 jeep grand cheorkee having trouble removing plastic bumper fairing so i can remove the hitch which is under the tank cover

Try removing the hitch first if it's a factory hitch. There should be three nuts on either side.

Check tor two 8mm screws inside the rear wheel well bolting the bumper to the quarter panel where they meet on the side. There might be a clip under each tail light. Then remove the plastic clips and slide it straight back.

1996 Jeep Grand Cheroke Laredo...Ran tank low on fuel. Then after filling up would not start, while at the pump. So changed fuel filter...no start. Then changed fuel pump. Now does start and run yea! ...

Likely you did a bad thing to the tank float when working on it If so, it will need to be taken down (again) and checked. First though check that the gauge is getting power at the attachment harness (pump and power side should have a voltage pulse and good tank grounding.)
