The vehicle may have a faulty coil pack that's why it won't start even with starter fluid. If the coil pack is faulty it tends not to give current that's why there is no fuel burn. As a first course of action I strongly suggest that you replace the coil pack for this can do the trick.

It sounds like you are not getting any spark, and this could be a number of things. Run a diagnostic on the vehicle to see what codes come up. In doing that you will save yourself time, and a lot of money by eliminating the guess work. It could be a faulty O2 sensor, cam sensor, crank sensor, coil pack, or the ASD sensor.
