I have posted a link below to display the part that is broken in your car. When the Blower Motor Resistor fails or malfunctions, you'll notice that your cars blower is stuck on high or making a quiet ringing noise. I found this part at a junk yard for 35 bucks because originally it is about 150-200 dollars brand new before any labor rates.
NOTE: You'll need to remove the glove box for this repair, and a duct. The duct is a plastic extension part of the assembly in which the air flows through from the blower motor. Very easy to disassemble and repair if you have patience.

There is a video of the replacement procedure in case you are stumped.

Reply if you need any further information.

Jeep cherokee Heater blower problem

Its not the switch or the controller in the instrument cluster. On my jeep there was a panel on the passenger side under the dash board. It helped me find it by turning on the heater and going toward the sound of the blower. On the backside of the panel was a series of little coils that control the different speeds. one of those coils had been broken.

Heater goes on with out being turned on and can

Chk. heater blower motor resister if equiped with one, it controls blower speeds and could have shorted out, and making blower run all the time.
