This is normal when battery goes dead saturn trailblazers envoys and a few others ----boost the battery key will turn off or under key on column will see a plug remove and use a small screwdriver or some small tool to push in on release and turn key either one will turn off and allow you to remove the key

First, I would rate the Lyle D. Rowh answer above the most likely to solve the given problem. This problem is not restricted to just Saturns.
A couple of related issues with the 2008+ Saturn VUEs:
* Able to insert/ remove the key and also start the vehicle, but unable to shift the automatic out of Park? Release the parking brake, then have the vehicle rocked back and forth while trying to shift out of Park. This is an indication the linkage may need adjusting. This can also occur in extremely cold weather whereby the linkage contracts more than the rest of the vehicle, exp if the rest of the vehicle is comparatively warmer.
* Able to start and drive the vehicle but unable to remove the key? There is something like a neutral safety switch located in the shift console that may not be opening/ closing properly when the shift selector is moved to Park. If not in the proper position, a solenoid in the steering column will not allow the release of the key.
I have a 2008 Saturn VUE. I had the problem where my key would not turn to off and I wouldn't be able to take it out of the ignition it was also on ACC. So even though I had power in my car it might be the same problem you have. I just kind of hit the shift up when it was in park. This should unlock the key. You should hear a click and after that you should be able to turn it all the way off and take the key out.

big prob with saturns factory keys are made with cheap metals keys probably worn down to far if you have a spare from when it was newer that might help. seen those keys wear down one eight of an inch. and that was in a 2002

make sure to check your fuses and ground wires first. when you are set on which part is bad do a quick check of everything else before you jump into it.

try wd40 and shaking the key, what happens is one of the tumblers get stuck and wont let the key turn if that dosnt work let me know worst case you will have to replace the ignition its about $35 to $40 and a few hours.

Put some pressure on the steering wheel in one direction or the other this may take the pressure off the cylinder itself and allow you to do what is needed...hope this works.

Unfortunately this model of saturn is known for this problem. Try tapping the head of the key lightly with a small hammer and then while shaking the wheel back and forth try to turn the key. The only known permanent fix is key cylinder repalacement.
