I drive the mercury villager 98 and often have that problem as well, I have found that pumping the break at different pressures frequently help to shift but don't know of a permanent solution, hope this helps though
It is an automatic system, so if it is not working you have a defective part. The system control module needs to be scanned to see what the problem might be and then diagnosed based on what shows on the scan.
