Rpms wont go past 3000 and car wont go faster than 40 mph

I'm not sure about the system in your car, but this sounds like it may be stuck in "limp home" mode, where then engine detects a fault and limits the cars speed and rpms to protect the engine from any further damage. I suggest you check the throttle body and you can find instructions online that will tell you how to tell if it is in limp home mode, and possibly how to fix it yourself., Although if limp home mode did engage, there may be a more serious problem with the car, and i suggest you have a mechanic look at it.

If your vehicle revs to 3000 rpms and it won't go more than 20 mph, it sounds like your transmission isn't shifting past 1st gear. I'd check transmission fluid level and if that's OK, take it in to get the tranny checked

03 Intrepid starts great, engine quiet, runs spectacular until I hit approx. 40 mph then the rpms will go up to approx. 3000 but the car wont shift. Any suggestions?

Check for codes, may have a bad speed sensor either input(turbine) or output (vehicle) speed sensor. They are a common problem with the Chrysler transmission.

sounds like you have either clogged injectors or a bad tranny also you have a governor that wont let your rpms go over a certain number of revolutions this is to prevent the engine from seizing
